Most student transportation operations fall under local and state jurisdiction based primarily upon the fact that the fleet does not travel interstate.  State and local jurisdictions typically have robust driver screening, training and supervision oversight in addition to vehicle inspection, repair and maintenance regulations, many requiring annual state inspections.  FMCSA regulatory exposures come into play when occasional field trips or sporting events require not only interstate travel, but beyond the scope of normal to/from school student transportation.  Student transportation is highly regulated at the state and municipal levels, so it is important that loss control examine state and local compliance as well as federal. The importance of ensuring that proper driver screening, safety training, and supervision cannot be overemphasized.
